We represent 11,300 Quebec maple syrup producers who collectively produce 72% of the world’s maple syrup supply.

A democratic organization

The Producteurs et productrices acéricoles du Québec (PPAQ) was created in 1966 under the Professional Syndicates Act. Affiliated with Union des producteurs agricoles (UPA), it’s mission is to defend the economic, social, and moral interests of Quebec’s 11,300 maple syrup producers who operate 7,400 maple syrup businesses in 12 regional maple syrup producers’ unions.


Democratic functioning

Twice a year, the twelve regional unions of Quebec hold assemblies where maple syrup producers meet to share information, discuss future actions, and nominate delegates to the PPAQ general assembly.

The resolutions adopted by local assemblies are debated by the 115 delegates at the PPAQ annual general assembly. Resolutions obtaining a majority of votes become policy proposals.

Before being implemented, the policies proposed by producers at the general assembly are submitted to Régie des marchés agricoles et alimentaires du Québec (RMAAQ), the agricultural marketing board, which ensures they conform to the Act respecting the Marketing of Agricultural, Food and Fish Products. To this end, RMAAQ may hold public hearings where all stakeholders concerned are invited to express their opinions.

PPAQ activities

We meet the needs of Quebec’s 11,300 maple syrup producers through a variety of means and actions.

  • Maple syrup production quotas
  • Collective marketing of bulk maple syrup via a sales agency
  • Coordination of quality control for the 300,000 barrels of maple syrup produced annually in Quebec
  • Conservation and management of the Global Strategic Maple Syrup Reserve
  • Administration of fund advance and payment programs on behalf of maple syrup producers
  • Participation in a number of research and knowledge transfer initiatives within the maple industry, namely through its association with the ACER Center
  • Promotion and development of maple syrup markets, both inside and outside the province of Quebec
  • Development, in conjunction with the Canadian maple syrup industry, of the New Generation of Maple 2020 strategy, which aims to support scientific research, technological innovation, and the development of new markets
